o To request that the London Borough of Tower Hamlets Pensions Committee:

a. Extend investment exclusions and restrictions to the proscribed activities and implement an escalation-to-exclusion protocol where engagement fails, consistent with the recommendations of the UN Special Rapporteur on the situation of human rights in the Palestinian Territories occupied since 1967 .

b. Request managers (London CIV and external) in its updated Investment Strategy Statement (ISS), which is due to be published in September 2026, to divest, in an orderly, financially prudent and prompt manner, from entities known to be involved in illegal occupation and grave violations of international law, in accordance with the UN Special Rapporteur’s July 2025 “Pathway to Genocide” report and the UN Human Rights Office’s October 2025 list of companies engaged in illegal settlement trade, with transparent timelines, milestones, and reporting.

c. Publish an annual pool-level human-rights report identifying exposures to illegal occupation and grave breaches, with engagement outcomes and any divestments.

d. Consult with council workers on their views on the investment of their pensions contributions
