Brief rundown of session in Paris:
Li Qiang, China’s premier, speaks at Paris summit for a new global finance pact, saying the country’s ready to join a coalition of countries seeking to save the climate and nature.
China is providing more debt relief than others, he said. Emerging and developing countries should have a bigger say in the international financial architecture, he said. China urged developed countries to provide more finance for adaptation.
China-EU relations are “at a new starting point,” Li said. “Humanity is one family living in the same global village.”
Ghana president Nana Akufo-Addo called out the summit, or a similar summit last year, for making plans then not following them through, citing a plan to rejuvenate special drawing rights (SDRs).
IMF MD Kristalina Georgieva said the new series of SDRs were being made to work. “We are doing something new. We have to do that prudently. But I would not rush because if we undermine the reserve quality status of SDRs by willy nilly doing something not so good, then we won’t see that multiplier impact coming.”
Once $100 billion of SDRs are deployed under the new system — and they are being deployed — then the scale can be boosted to $200 billion and $300 billion, she said.
Mia Mottley, Prime Minister of Barbados, said “I think we can claim movement. The ambition has certainly increased in the past two days.”
“The time has come for us not to speak in silos any more,” leading up to the COP28 UN climate talks in November/December this year, Mottley said.
Janet Yellen, United States Secretary of the Treasury:
“We share the goal of securing a more prosperous, healthy and livable planet. And it’s also clear that there’s political will and commitment to multilateralism to translate intentions into actions. Indeed, I’m pleased to share this stage with colleagues from around the world, including Premier Li Qiang. As I said in his speech earlier in the year as the world’s two largest economies, we have a responsibility to work together on global issues. It’s something we can do and something the world expects of us.”
Abdel Fattah El-Sisi, President of Egypt, also questioned whether countries were good enough at implementing their promises. He said immigration was becoming a big problem as people seek to leave Africa.
