Could Mr Trump be targeting the criminal 0.1%?
Could it be corrupt politicians and criminal corporate executives, billionaires?
Is he expecting riots when it’s been revealed soon that the USA has been misleading its population for decades?
It does not seem to be immediately apparent.
While the federal government has authority over D.C., a full takeover would require congressional approval or extraordinary legal actions, such as invoking the Insurrection Act. Currently, Trump has not pursued these avenues but has increased federal law enforcement presence and enforcement of federal crimes on D.C. land. (Washington Examiner)
